RISTC Moscow and Delhi Units boost cooperation

On September, 30, 2013, in the conference hall of Russian-Indian Scientific and Technological Centre there was held a meeting with the Indian delegation that had arrived in Moscow to participate in the VI session of the Russian-Indian Workgroup of the Intergovernmental Commission.

The delegation included:

     - Doctor Arabinda Mitra, Director of the International Cooperation Division of the Department of Science and Technology, Government of India;

           - Doctor Sanjeev Varshini, leading researcher of the Division;

           - Doctor Dameracharla Srinivasa Rao, coordinator of RISTC Delhi Unit.


There was a very reasonable friendly discussion of jointly executed work. Both parties noted that high results had been achieved. Both perspective directions and ways improve efficiency of joint activity were discussed. There were prepared questions for discussion during the session of the Working Group.



According to the coordinated program of Delhi Unit representative’s visit to Moscow, on October, 1, Doctor D.S. Rao, coordinator of RISTC Delhi Unit, and L.I. Kornaukhova, Deputy General Director of RISTC Moscow Unit, visited the office of Liotech Company.


Liotech Company is a joint venture of OJSC RUSNANO and the international holding THUNDER SKY. Liotech produces modern high-capacity lithium-ion batteries that provide safe for the environment electric transport, energy conservation and energy security. Among the participants of the meeting on the part of Liotech there were: General director A.A. Surkov, Deputy General director V. Kononenko and Executive director O. Veshchunov. In the course of the negotiations D.S. Rao handed Mr. Veshchunov a list of questions made by Delhi Unit experts. Mr. Veshchunov promised to prepare and send the answers as well as a presentation of Liotech and to formulate a partnership proposal, including in sphere of joint production of solar power accumulator.






On October, 2, in the Ministry of Education and Science of the Russian federation there was held the VI session of the Working Group on Scientific and Technological Cooperation of the Intergovernmental Commission on Trade & Economic, Scientific & Technological and Cultural Cooperation. The representatives of both RISTC Units made reports about joint activity. As it is written in the Protocol (article 4) ”Working Group expressed satisfaction with close interaction between two RISTC Units” and recommended that RISTC should establish an Internet informational database on  different areas of cooperation for informational support of the Russian-Indian Scientific and Technological cooperation for the benefit of scientific and business communities of the two countries.


On October, 3, D.S. Rao and L.I. Kornaukhova visited OJSC Moscow Radiotechnical Institute of Russian Academy of Sciences. It was the second meeting of representatives of the Russian and Indian organizations that allowed to clarify interests and problems on both sides. There was reached the agreement on the organization of exhibition-cum-workshop in India with general program, demonstrations and determination of the format of joint localization of MRTI RAS developments to use them in India.



On October, 4, there were held the cooperation negotiations in OJSC ”Science and Production Centre "SAPSAN”, an enterprise that is a part of RUSELECTRONICS concern, a part of ROSTEC state corporation. The representatives of RISTC Units were received by Aleksandr I. Svetlanov, OJSC SPC "SAPSAN” General Director. Among other participants of the negotiations there were A.M. Orel, SPC "SAPSAN” First Deputy General director, V.A. Yatskevich, Deputy General director, and V.D. Dmitriev.

A.I. Svetlanov told about the operation of "SAPSAN” enterprise, its production tasks, innovative projects that are implemented within the enterprise, their significance. He also emphasized the importance of cooperation between OJSC SPC "SAPSAN” and the Indian side. A.I. Svetlanov expressed confidence that the combination of intellectual and production possibilities of the Russian and Indian enterprises based on partnership and mutually beneficial cooperation would meet the main strategy goals of development of the two countries.

V.A. Yatskevich introduced the participants to three projects that are implemented within SPC "SAPSAN" and that may be of interest to the Indian side. There were presented the following projects: a project on the radio navigation system with the use of the combined resources – satellite receivers GLONASS/GPS, local and inertial navigation receivers, a project "Automated Earthquake and Tsunami Warning System”, a project on alternative energetics "Generation and Research of Nanostructured Composite Materials that Provide Release of Internal Energy of Matter under the Electromagnetical and Mechanical Influence”. The special focus was on the production of heat generators for industry, community facilities and agricultural sector, as well as engines for vehicles; usage in mining industry, geologic exploration during well drilling, etc. There was emphasized the necessity of consolidation of scientific researches in the direction, in particular there was proposed to consider the possibility of joint continuation of the research work with the perspective of creating the Russian-Indian scientific community.

As a result of the meeting there was signed "Memorandum of understanding on cooperation between OJSC SPC "SAPSAN”, Russian-Indian Scientific and Technological Centre and Indo-Russian Scientific and Technical Centre”.
